The emperor of the Empire at the time of the civil war is Titus Mede II. If the player takes part in the Dark Brotherhood quests, the emperor can be assassinated. This will cause the Empire to lose their leader in the middle of an important war.

If the Empire wins the civil war, they will replace the jarls of Stormcloak aligned cities. An example of this is Maven Black-Briar replacing Laila Law-Giver as jarl. The only jarl who is killed instead of replaced is Ulfric Stormcloak, but that is understandable.

After being replaced, the Stormcloak jarls can be found in the Palace of the Kings in Windhelm, along with their families, stewards, and housecarls. Along with replacing jarls, Imperial soldiers will act as the new city guards.

1The Empire Will Most Likely Attack Thalmor After Civil War

If the Empire is victorious in the civil war,General Tulius will mentionthat it is likely there will be a second war against the Thalmor. This preparedness also explains why there is not a lot of legions in Skyrim.General Tulius again saysthe emperor keeps armies on the southern boarder of Cyrodiil to prepare for a second Great War.

Whether this war happens or not, it would be nice to see the Empire become as powerful as it once was. It would also be nice to see the Thalmor get kicked out of Skyrim and Cyrodiil after the unrest they had caused.
