After speaking with the President of HopeTech, Ron Hope, during Where Hope Is Built Side Quest inStarfield, players are sent to the city of pleasure to find out more about the stolen Ship. Apparently, the mercenaries responsible for the theft as well as for terrorizing the farmers were last seen in Neon City.
The Shadows In Neon Side Questbelongs to the Ranger Collective Faction inStarfield. Completing these missions will help the sheriff make Akila City a better place to live within the Cheyenne Star system.

Shadows In Neon Walkthrough In Starfield
To reach Neon City, head to theVolii Alpha Planetfound within theVolii SysteminStarfield. Upon landing, follow the Quest marker through the tunnels, then take an elevator to reach the Freestar Rangers' spot.
Search forJaylen Pricewho unfortunately can’t help players since the Freestar Badge is ineffective in Neon. Not to worry though, Jaylen will lead players toBilly Clayton.
After walking through Neon City and arriving atFrankie’s Grab, speak with Billy who wants something to jog his memory. Here, people can choose any of the options as it will lead to the same result. Billy says that he’s being threatened byEmmet Goodman. After that,attempt to Persuade Billy inStarfieldto find out more about the starship thief,Grace Early, and skip interrogating Emmet. If by any chance the Persuasion fails, players will need to confront Emmet.
How To Confront Emmet In Starfield
Follow the Quest marker to theSyndicatewarehouse to find a guard patrolling the area. Here, players may either Persuade the guard to enter, Bribe him with Credits, or attack.
Once inside, speak with Emmet, and players will be faced with three options once again:
The first two options are favorable, while the last may cause some problems with Companions and the Freestar Rangers. Return to Billy and tell him that Emmet will no longer be a problem to get the necessary information on Grace Early, the starship thief.
How To Interrogate Grace Early In Starfield
Follow the Quest Marker inStarfieldtoMadame Sauvage’s Placeto find Grace leaning against the wall. If players easily get lost, open the scanner and follow the arrows that appear on the ground. Approach the thief and speak with her to know who’s really responsible for stealing the HopeTech vessel.
Once given three choices, players can pick any of them to get the necessary information. Persuading her will reward 10 XP, but the other two options yield the same result. Grace reveals that Maya Cruz and Marco are the mercenaries responsible for the HopeTech theft.
Finally, return to Akila City and talk withAlex Shadidwho promises to work on the encrypted Slate given by Grace. With that done, players have completed the Shadows In NeonSide Quest inStarfield.
